    Yes!

    To work in Japan with a “Specified Skilled” visa, there is no need to have a university degree.

    But you have to pass the Specified Skilled Evaluation Tests conducted in each industry and also pass the N4 level or higher JLPT (Japanese-Language Proficiency Test).

    Yes, depends on the type of the Jobs, but I see many non university graduates get jobs here in Japan!
