What is Specified Skill Visa? How do I apply for it?

I think this is a new category but I cannot find a lot of information how I can apply. I have 2 years of experience working in Japan. Right now I am back in my home country due to Covid. Can I get this visa easily?

Specified Skill Visa?
is called Toku-tei-ginou Visa in Japanese
and it allows to work as full time for non engineer.
Even Trainee can convert to this Visa After completing 5 year terms
