How to Get Tokutei-ginou Visa？

I am working as Jisyusei(Trainee) , I know I can get Tokutei Ginou Visa（ Specified skilled Visa）,
if I continue with my Employer(Shacho-san), But I want to work in Tokyo, because I want high Salary.
